Governor appoints Roach to Northwest Board of Regents


Gov. Mike Parson has announced the appointment of Deborah A. Roach, of Grant City, Missouri, to the Northwest Missouri State University Board of Regents.

As an interim appointment, Roach can begin serving immediately but must be confirmed by the Missouri Senate when it reconvenes in January 2020 for her appointment to become official.

Roach, a democrat, fills the Board seat of John Richmond (D), of Albany, for a term scheduled to end Jan. 1, 2025, and until her successor is appointed. Richmond’s seat expired Jan. 1 of this year.

With nearly 20 years of postal experience in northwest Missouri communities, Roach currently serves as officer-in-charge of the Grant City Post Office and postmaster at Sheridan. She is executive vice president of the Missouri Chapter of the United Postmasters and Managers of America and was Missouri Postmaster of the Year in 2013.

Roach is in her 10th year as Grant City mayor and served as an alderman on the city council for nine years prior. She is in her 28th year as president of Grant City Community Betterment and her 26th year as chair of the Northwest Missouri Solid Waste Management District. She also serves on the boards of the Missouri Community Betterment Program and the Northwest Missouri Enterprise Facilitation Group.

Northwest’s nine-member Board of Regents is responsible for sound resource management of the University and determining general, educational and financial policies.

According to state statutes, six of the Board’s members must live in the University's 19-county district. They must include one member living in Nodaway County and two living outside the district but no more than two voting members residing in the same county. One member must be a non-voting student representative.

Dr. Patrick B. Harr (R), of Maryville, serves as Board chair, and Dr. Marilou Joyner (D), of Kansas City, is vice chair. Jason Klindt (R), of Kearney; John Moore (I), of Raymore; Richard N. Smith (R), of Coffey; George Speckman (I), of St. Joseph; and Roxanna Swaney (R), of Liberty; round out the Board. The seat of the Board’s student regent is vacant.
