Capital Program

The Capital Program Department is made up of a Capital Program Manager, a Capital Program Superintendent, a Capital & Engergy Program Coordinator, a four-person construction team and a sign fabricator. This department is located in the Facility Services Maintenance Building.

 All Capital Program forms are located under the Service and Information heading in the Forms tab.  The Capital Program Department has completed the project requests for FY 15  and is now accepting applications for the FY 16.

Allen Mays Jr. (right) the Capital Program Manager and joined the Northwest Facility Services team in May 2014. Allen is with ARAMARK Corporation, and is a graduate of Southern Illinois University at Carbondale, Illinois wehre he earned a bachelor of Science in Advanced Technical Studies in Architecture.  Allen comes to us from Kansas City University of Medicine and Biosciences in Kansas City, Missouri where he served as the Director of Campus Facilities.  In his role there, he was responsible for the administration of the facilities in-house and external operations, property manangement, capital planning, facility design and construction, power plant, controlled maintenance and capital construction projects.  Allen's experience includes roles as the Assistant Vice President for Campus Facilities at Illinois College, Jacksonville, Illinois as well as a Project Manager/Architectural Tech. Specialist III for the State of Illinois, Illinois Capital Development Board, Springfield-Carbondale, Illinois.

The Capital Program Superintendent Sonny Scadden (right) manages and directs the execution of in-house capital projects on behalf of the University using the in-house Capital Construction Crew.  He directs the Capital Construction Crew; directs the performance and provides operational leadership that is consistent with the University's mission of providing top quality physical building construction projects; and is responsible for maintaining an effective and efficient organization. Capital and Energy Program Coordinator


The Capital & Energy Program Coordinator Terri Carmichael (right) is responsible for managing and maintaining all project documentation associated with construction, renovation or energy projects in a facility.  This includes project budgets, reports, drawings/blueprints, bid specs, operation and maintenance mauals, warranties, etc.  She also initiates and tracks the Capital Expenditure Request forms (CER's), maintains and updates the University's Guidelines for Design & Construction (GDC) as well as collects, manages and maintains the campus utility adn infrastructure infromation in a Geographical Infromation Systems (GIS) data base.

GIS Maps

The campus GIS map shows exact locations of all buildings, structures, infrastructures and utilities using the State Plane Coordinate system. Updated and accurate GIS maps play a vital role in planning and design. Terri Carmichael works with all of the Facility Services departments to gather information needed to maintain these maps.

The following map showmarks what campus actually looks like below ground, with all the utility lines. Before any digging or trenching can occur, MO ONE-CALL (formerly Dig-Rite) is contacted, as well as the appropriate Northwest Maintenance shops, to flag the area. Safety is always a priority.

GDC - Guidelines for Design & Construction

The Guidelines for Design & Construction Manual was created to assist and guide architects/engineers/designers. This manual provides criteria for designs leading to construction. The GDC is updated on an as-needed basis and is maintained by Terri Carmichael.
