Yes, people can register the day of the symposium if they wish, but late registration fees don't include lunch or the proceedings. However, food is available in the Student Union and a copy of the proceedings may be purchased at the registration desk. Cancellations will result in a refund of the fee minus $20.00 for the proceedings (which will be mailed to the cancelled registrant after the symposium).
